It was a gimmick Tsunade did to keep the people of the village happy , it worked wonderfully. But the hidden meaning behind it was to get the younger generation to get fired up to take on Jounin and even The Copy Cat Ninja himself. Kakashi smiled as he read the rules to the tournament.
